Role Outline/Responsibilities:

Client Overview:

As part of the Responsible Designer for the Hinkley Point C (HPC) project, our Client provides Engineering Design support for the Balance of the Nuclear Island (BNI).

This role is a member of a large integrated team seconded into Client team focused on providing high quality design, engineering knowledge & expertise.

 

Assignment Scope:

Within the Commissioning Department (ESS) is the reference entity for:

  • Commissioning Engineering:
  • Commissioning test doctrine elaboration,
  • Commissioning skills animation and support,
  • Commissioning test programs definition
  • Technical support to sites during commissioning phase
  • Test results analysis and validation, in particular regarding functional requirement
  • Commissioning test performance on site

 

For Hinkley Point C (HPC) project, the Commissioning department (ESS), based in Montrouge (France), is involved in Commissioning documentation preparation, as part of the contractual commissioning file issued to the customer Nuclear New Build (NNB).

The NNB customer is then responsible for Commissioning test performance at HPC site. Nevertheless, ESS to provide an assistance to the customer for test performance on site, analysis of test results and treatment of potential test anomalies during this phase.

In order to prefigure and secure the future teams involved in site commissioning activities, the NNB customer is  asking for the creation of a commissioning group within ESS structure in Bristol, aiming at developing local commissioning skills, through the writing of a part of the associated commissioning documentation. Those skills will further be able to be part of the future site commissioning teams.

 

Main Activities:

Under the authority of the I&C Commissioning Lead, The I&C Level 2 Commissioning Engineer will be in charge of the commissioning engineering activities related to following systems:

Following items make up the scope of commissioning engineering deliverables (some of them may be not applicable to a given system):

  • Plat-form Test Procedure (PTP) and its related study file used for tests executed at test bay (France)
  • Sufficiency Analysis Note (SAN) and its related study file demonstrating the proper test coverage of the safety and key environmental functions assigned to a system
  • System Commissioning Programme (SCP) and its related study file
  • Commissioning Procedure (CP) and its related study file

Such activity is based on design documentation, Client engineering methods, standards and processes as well as commissioning documentation and feedback from other EPR projects.

 

  1. Preparatory phase
  • Confirm the project data & internal organization with the discipline Lead (budget, time schedule, author – checker – approver)
  • Identify the relevant stakeholders and means
  • Check the maturity of the input data against RC2 CS2 configuration and/or upcoming changes
  • Collect OPEX from other EPR projects
  • Record risks in the related register and propose mitigation plan if any
  • Arrange pre-job brief / kick-off meeting
  • Open the study file

 

  1. Execution phase
  • Produce the deliverables in compliance with EDV engineering procedures and taking into account OPEX from other EPR projects
  • Get the contribution of relevant stakeholders / experts
  • Get the deliverables checked by the relevant parties – resolve outstanding issues and comments
  • Survey commissioning deliverables elaborated by others (e.g. contractors) with respect to project standards
  • Feed the study file as tasks evolve

 

  1. Monitoring phase
  • Report progress towards initial time schedule & budget
  • Update risk register on a need basis

 

  1. Close out phase
  • Get approval of the deliverable by the relevant parties either without comments (code A) or with minor ones (code B)
  • Store both the deliverable and study file in the EDMS duly checked

 

Dimensions:

The Commissioning Engineer may be assigned to tasks outside the initial discipline depending on the needs of the project.

Frequent travels to France (possibly Germany) are needed. Main reasons (but not limited to) are technical meetings with engineering departments and participation in the I&C plat-form tests.

 

Business trips to the HPC site and other facilities in the UK are also expected.

 

Later (from the beginning of Hinkley Point site commissioning activities), the mission will turn to a site commissioning support activity for I&C systems (e.g. NNB Commissioning Instructions – derived from the EDV commissioning procedures – validation, test results validation, treatment of anomalies or non-conformances raised during I&C systems and equipment commissioning).

 

During this second phase, the I&C Commissioning Engineer will be based at Hinkley Point site, either within the future “Commissioning Engineering Team” set up by EDV in the frame of the commissioning support to NNB (not yet contractually agreed) or with the “Commissioning Operational Team” (not yet contractually agreed) in charge of the execution of the tests. As such, the willingness to move close to the site is a pre-requisite for that position.

 

Business Travel:

Ability to attend frequent meetings in France & possibly Germany.

 

Key Competencies:

  • Ability to propose it-for-purpose technical solutions in his / her area of expertise
  • Good writing skills with a focus on the drafting of test procedures and test coverage substantiation files
  • Rigorous especially for adherence to procedures in force including configuration management
  • Rigour in the production and review of deliverables
  • Ability to work in an international and multicultural environment
  • Good oral expression skills
  • Aware of HSE and IT security aspects

Qualifications

 

Essential:

  • Engineering degree in automation field
  • At least one significant experience in I&C commissioning activities based on TXP plat-form
  • Good communication and interpersonal skills
  • Ability to work in a team as well as on own initiative
  • Results focused with the ability to meet commitments & deadlines
  • Highly organised with attention to detail
  • Ability to identify continuous improvements
  • Fluent in English – written & verbal

 

Desirable:

  • Experience in previous EPR or other nuclear projects
  • Knowledge of how a PWR operate
  • Experience of working in a fast pace engineering project environment
  • French language skills – written & verbal

 

Software & Tools:

  • Sound knowledge in TXP technology – both hardware and software products:
  • ES 680 Engineering and Commissioning Tools
  • OM 690 Operating and Monitoring System
  • DS 670 Diagnosis system
  • Bus systems including Industrial Ethernet and Profibus DP fieldbus
  • MS Office & Outlook

 

Security Clearance:

  • BPSS level clearance required

 

Accepting Candidates: Chartered Engineer Level
